This is not proved. If the Bickford's of Meredith in US Census 1800, 1810 and 1830 are all of the family of John and Phebe (and it appears all but Joseph may be connected) than this Joseph would he part of the family.
The only census in which he appears in Meredith is 1830 (there is no surviving 1820 census) and shows his age as 26-44, putting his birth 1766-1784). In the household he had:
2 males under 10
3 females under 10
Himself and his spouse, both 26-44
This could also account for the male 10-15 in the 1800 household of John and Phebe Bickford in Epsom.
The 'Annals of Meredith' has not shown any additional information on the family. Possibly the Joseph Bickford later of Alton. NH.
The Joseph of Alton is age 50-59 living with perhaps a daughter (female in household 20-30)

Respectfully represents John Whitaker of Hopkinton, in said county, Executor of the last will and testament of Joseph Bickford, late of Concord in said county, deceased, that the said Joseph Bickford in his lifetime, to wit., on the fourteenth day of August, A.D., 1837, did contract and engage in writing, to convey to one William Bickford of Epsom, in said county, upon the performance of certain conditions on the part of said William therein stated, certain real estate, situated in said Epsom, bounded as follows - beginning at the northeasterly corner of said premises, thence on the rangeway to land owned by Stephen Rand, thence westerly on land owned by the said Stephen Rand to Suncook river, thence northerly on Suncook river to land which John Rand bought of Tobias T. Rand, thence easterly on the line of the land said John Rand bought of Tobias T. Rand, to the bounds first mentioned. 1. Rebecca Yeaton Bickford, b. ca. 1813; bapt. 12 Jul. 1818; d. 21 Dec. 1840, aged 27y; prob. the Rebecca Yeaton Bickford dismissed from the Epsom Congregational Church on 4 Feb. 1838 when her sister was dismissed.
2. Pierce Bickford, bapt. 6 Jun. 1819, d. in 1852 after being fatally injured while firing a salute celebrating the nomination of President Pierce;140 m. (1) Lucinda Whitney, the mother of his oldest dau. who was b. 12 Apr. 1841; m. (2) 20 Jun. 1844, his first cousin, Martha Locke, d/o John and Mehitable (Bickford) Locke (see above). Pierce was listed as head of the household in Epsom in 1840, aged 20-29, prob. living with his mother, aged 40-49. He was a teamster in Loudon in 1850 living with his 2nd wife and 2 dau.
3. Ann Pierce Bickford, bapt. 1 Nov. 1821; living 4 Feb. 1838 when she was dismissed from the Epsom Congregational Church upon becoming a Baptist. No further record found.
